Can a repaired iphone xs still be a waterproof device? For example I’ve replaced my battery. Would that still be waterproof in that scenario

    Probably not, I wouldn’t risk submersing it although it should survive rain etc

    It better should be if repaired directly by Apple

    If it has been repaired by Apple then it should be. Repaired by someone else then I would be very careful as the old seals may have been reused and not replaced.
